I would first check the $Users View in the receiving server's address book to ensure that we find the internet address for whom the message is addressed.
You may want to open a PMR for this Problem as there can be several issues that may be responsible. Some questions we would ask are:
Has the user had a name change?
Can you address a new internal message to the recipient using their internet address and successfully send the message?
Do you use Directory Assistance?
